This study, produced by Transparência Brasil in partnership with the Movimento Pessoas à Frente, investigated the issues of oversight, transparency, and governance that enable the payment of excessive salaries to certain career tracks within the Federal Attorney General’s Office (AGU). The study analyzed the management of funds administered by the Advisory Board on Attorneys’ Fees (CCHA), a fund that distributes contingency fees to federal public attorneys.

The study found that a significant portion of CCHA payments is not recorded in Siape, the system that consolidates the federal executive branch’s payroll and automatically verifies compliance with the constitutional pay cap, currently set at R$ 46,336.19 per month. It also identified limitations in existing transparency tools: on the federal government’s Transparency Portal, for example, the available data does not allow for the identification of each individual payment component that makes up the CCHA’s payments to beneficiaries. The study also draws attention to resolutions that establish additional compensation benefits but are not published on any official portal.

The report proposes structural measures to restore the effectiveness of the constitutional limit, including the full integration of payments into the Siape system, the publication of CCHA regulations, and the provision of open and interoperable data.
