Since May 2017, Transparência Brasil has been monitoring, through the Obra Transparente project, the progress of 135 school projects financed by the federal government’s ProInfância program in 21 municipalities in the South and Southeast. This initiative is carried out in partnership with the Brazilian Social Observatory (OSB) and local social observatories in the selected municipalities.

After a year’s work, this survey reveals that the results of the program in these municipalities are poor: only 9% of the planned schools and nurseries were delivered during the period. Of the 135 projects analyzed, only 23% are in progress and 20% are at a standstill. But even more worrying is that the other half of the projects have not even been completed: 44% are still waiting to be started, and 4% have already been canceled, i.e. they will no longer be built.
