The pix amendment is a type of individual amendment (RP 6) that allows funds to be sent directly to municipalities and states. During the preparation of the Annual Budget Law (LOA), parliamentarians reserve the amendments and are not obliged to specify the destination or what the funds will be used for.
In this study, Transparência Brasil analyzed the destination of R$6.9 billion in Pix amendments already committed (earmarked) by the federal government for municipalities by the beginning of August. At least a quarter of the total amount should be sent to places with up to 10,000 inhabitants, which represent 6% of the population of all the cities that will receive this type of resource, where internal and external controls over public spending are generally weaker.
- Of the 5,570 Brazilian cities, 82% are expected to receive Pix amendments in 2024;
- All the municipalities in Roraima, Acre and Amapá received funds;
- The results reinforce that the Pix amendments promote the pulverization of federal resources without objective criteria and dissociated from structuring public policies;
- TB believes that the Supreme Court’s recognition of the unconstitutionality of Pix amendments is the most appropriate solution to the problems of this type of transfer.
