Governance recommendations – Use of AI by public authorities

Recommendations to the Brazilian government for the development and use of AI technologies, minimizing the risk of negative impacts on fundamental rights.

The responsible implementation of technologies that use Artificial Intelligence techniques to improve the provision of public services can bring benefits to society. However, it is necessary to consider that the use of these technologies can also have negative impacts on the exercise of rights by society. This document presents the Algorithmic Transparency project’s mapping of the technologies in use by public authorities and an assessment of the possible risks to privacy, rights and civil liberties posed by these tools.

The assessment and recommendations of this survey for the development and use of technologies by the Brazilian public sector were drawn up in collaboration with the following civil society organizations, active in promoting different causes and rights: Article 19; Conectas Human Rights; Brazilian Institute for Consumer Protection (IDEC); Institute for the Defense of the Right to Defense (IDDD); Institute for the Study of Religion (ISER); Institute for Reference on Internet and Society (IRIS); Institute for Technology and Society (ITS); Igarapé Institute; Socio-Environmental Institute (ISA); Minas Programam; Black Women Decide and PretaLab3.
