CNMP encourages salary opacity in the Public Prosecutor’s Office and creates validity period for information

The Public Prosecutor's Office now even requires access to cell phones and photographs in order to access salaries, and studies advocate anonymizing payslips.

Transparência Brasil identified the National Council of the Public Prosecutor’s Office (CNMP) as a driver of setbacks in the transparency of the salaries of prosecutors, deliberately acting to weaken the exercise of social control.

In this study, it was found that in ten states, the Public Prosecutor’s Office implemented a requirement for prior user identification to access salary information, following Resolution 281 approved by the CNMP in 2023. In June 2025, the CNMP approved a resolution establishing that information with personal data (from salaries to tenders and contracts) should only be available on the MPs’ Transparency Portals for a maximum of five years. After this period, the content will be removed from active transparency and will only be available upon request.

Under strong pressure from public opinion in the face of revelations of its high salaries boosted by privileges, the Public Prosecutor’s Office has opted to take steps to reduce transparency about remuneration, instead of combating the multiplication of perks that escape the constitutional ceiling. To do so, it appeals to flimsy arguments of security and the protection of its members’ privacy, encouraging other bodies and powers to do the same.
