The pix amendment is a type of individual amendment (RP 6) that allows funds to be sent directly to municipalities and states. During the preparation of the Annual Budget Law (LOA), parliamentarians reserve the amendments and are not obliged to specify the destination or what the funds will be used for.
This study analyzed each of the 941 Pix amendments presented by parliamentarians in the 2024 LOA, which total R$8.2 billion – a record amount. Transparência Brasil checked the level of information and transparency of the texts presented by federal deputies and senators for approval of these amendments and incorporation into the federal budget. Less than 1% of the total identify the destination and what the funds will be used for.
- Pix amendments totaled a record R$8.2 billion in the 2024 LOA, adding to the R$13 billion already allocated between 2020 and 2023;
- The vast majority (78%) of the 2024 Pix amendments have no details on the destination or purpose of the funds – this means opacity over R$5.9 billion of the budget;
- The recent demands for transparency from the Federal Court of Auditors and the LDO 2024 regarding these amendments, although an advance, are limited to traceability after the funds have been released to the beneficiaries;
- The data reinforces the lack of prior planning on the public policies associated with each amendment, transforming the LOA into a mere instrument for formalizing each parliamentarian’s share of resources.
