This manual, drawn up as part of the Obra Transparente project, is aimed at civil society organizations and citizens in general who wish to exercise their role as agents of social control. The aim is to provide information and guidance so that people can better understand how a public construction project works and thus monitor its implementation at all relevant stages, from planning, through tendering, contracting and execution, to delivery for the public’s enjoyment.
The material is divided into two monitoring modules: on public tenders and bids for public works and on the execution of projects. Through it, you can understand how the administration’s bidding processes and contracts work and how to monitor works in progress and completed works in person.
