Developed as part of the Obra Transparente project, this manual aims to help train social control agents to identify signs of fraud and corruption in public procurement processes. Although the project focuses on contracting works for schools and nurseries, we will see here aspects for identifying risks that are valid for any type of public contracting, regardless of the type of object contracted. The advisory material presents conceptual bases, types of fraud with concrete examples and methods for detecting and reporting cases.

Most of the content presented here has been adapted from material produced by Franklin Brasil Santos and Kleberson Roberto de Souza, auditors from the Federal Comptroller General’s Office with extensive experience in training public servants from various spheres to detect fraud.
