Recommendations and technical challenges of the National Public Procurement Portal: usability

The mandatory use of the National Public Procurement Portal (PNCP) to disclose public procurement data from all municipal, state and federal entities represents a step forward in the centralization of information. Transparência Brasil conducted this study with the aim of exploring and highlighting civil society’s point of view when using the platform to monitor public procurement processes throughout Brazil.

The usability tests were carried out following a methodology proposed by Steve Krug in which a facilitator leads participants through sessions in which they have to perform tasks related to different functionalities of the system. The main difficulties encountered in the PNCP relate to searching for keywords and filtering medicine items, navigation and page content, for which the report provides detailed recommendations.
