Transparência Brasil has developed two tools to promote the transparency of public defenders’ offices: the Transparency Checklist is an evaluation tool that allows anyone to check whether the body’s website complies with the legal requirements on the subject; and the Service Indicators are a model for collecting and disseminating data on the provision of services by public defenders’ offices.
Public defenders play a central role in guaranteeing access to justice, but there is a lack of objective and comparable indicators that allow both society and the bodies themselves to accurately assess the efficiency and scope of their services. For this reason, after evaluating active and passive transparency and analyzing the state of the art of public defenders’ offices, TB developed the pair of instruments.
- The Transparency Checklist offers civil society and the defense agencies themselves a way of assessing the level of transparency of the entities in the digital sphere and accurately identifying areas for improvement;
- The Service Indicators, on the other hand, have the more specific purpose of providing parameters for defense offices to produce common indicators that provide an overview of their main line of action;
- The tools show what detailed data needs to be collected and disseminated by the defense offices, such as the demographic characteristics of the people they serve (gender, race/color, age).
